Phases

The GC fall 2021 reopening and resumption of in-person learning activities will be guided by the four phases outlined below. These defined phases allow us to provide as safe of an environment as possible as we increase occupancy and bring students, faculty, and staff back to the building. The phased plan has been designed to not only scale forward, but to scale back should there be a need to reduce operations or close in the event of an outbreak on campus, or if indicators of COVID-19 community transmission at the GC, in our neighboring communities, across New York City or New York State direct a return to tighter operational restrictions.
 
The success of implementing GC’s Safe Reopening Plan: Fall 2021 is contingent upon clear communication, transparency, cooperation, and collaboration amongst all stakeholders at the GC. Movement between the phases will be determined by guidance received from CUNY’s Central Office and the joint approval of the President, the Provost and the Senior Vice President, and the Senior Vice President for Finance and Administration.

Phase 1

Phase1: Restricted Essential Operations

Description: Essential operations only. No in-person instruction, programming, academic, student or administrative support services. All instruction, programming, academic, and student support services provided remotely. Most administrative support services are provided remotely.

Occupancy: Up to 15% of building capacity (not to exceed 917 persons at one time). 
 
Operating with either a 6’ or 3’ physical distancing protocol as posted.
 
Highly Restricted.

Campus is closed. Access is restricted to essential personnel reporting for general and critical facility maintenance, approved construction projects, site safety, shipping/receiving, administrative and operational functions or tasks that cannot be done remotely.
 
A limited number of personnel may report to work. A limited number of students may, with departmental approval, come to campus to conduct research, teach online, and access labs/recital halls as per pre-approved department plans authorized by the Provost and approved by the Campus Coronavirus Coordinator.
 
Under Phase 1 operations, physical distancing restrictions will be posted, classes will be conducted remotely, and the majority of faculty and staff will work remotely unless a job-related essential task must be completed onsite. If so, absent an emergency, supervisory approval must be obtained and the requested plan/schedule to come to campus reported at least 24 hours in advance to the director of security and public safety.
 
Students, faculty, and staff may, by appointment, come to campus to pick up materials needed to complete work remotely. Requests to come to campus to pick up materials must be made at least 24 hours in advance to the director of security and public safety.
 
Those approved to come to campus must comply with building entry policies, testing/vaccination policies and completing daily wellness check.
 
Faculty/Student/Researchers may return to campus to complete research that cannot be done remotely, on a schedule coordinated by their supervisor or executive officer according to plans approved by GC leadership. The most urgent and critical experiments should be prioritized, for example, research that is time sensitive because of:

  • Seasonality

  • Approaching deadline (contract, grant deadline/ending, article resubmission

  • Student nearing completion of their degree requirements

  • Externally funded research

Phase 2

Phase 2: Restricted Operations

Description: In-person and hybrid instruction, limited academic, student and administrative support services. Critical and time sensitive GC operations.

Occupancy: Up to 40% of building capacity (not to exceed 2,445 persons at one time).
 
No physical distancing requirement unless otherwise posted.

Campus is open up to 40% of building capacity and operates with no physical distancing requirements unless otherwise posted. If posted, either a 3’ or a 6’ physical distancing protocol will be in place. Access allows admitted or enrolled students, faculty, and staff who meet the prevailing vaccination/testing requirements back to campus. The GC operational priority is to support in-person and hybrid instruction, students’ academic progress and the essential operations of the GC. Although some expansion of on campus activities are permitted in Phase 2 that were not permitted under Phase 1, GC’s guidance on physical distancing, dedensification and other safety measure remain in effect. These restrictions limit activities that require close physical proximity, such as group meetings or person-to-person training that would otherwise violate physical distancing restrictions established by the GC, CUNY, NYC or NYS.
 
Each space open for use will post the variable full, 3’, and 6’ occupancy limits to be followed determined by the phase and as posted and announced to building entrants.
 
Examples of occupancy restrictions that may be put in place:
 

  • Interior offices and laboratory rooms: 1 person per interior office

  • Open-plan offices: 1 person per 4-desk cluster, with at least 3’ or 6’ distance from another person’s workspace.

  • Shared, closed-door offices: 1-2 persons, depending on size.

 
To accommodate space restrictions and limit in-person interactions, office space usage will be subject to staggered schedules. Office spaces, particularly open-plan office spaces, will be subject to occupancy time limits. When scheduling a shared space, a minimum of thirty minutes (30 minutes) between occupants to allow for air circulation is required. The GC will provide cleaning supplies and instructions to wipe down shared workspaces and equipment upon arrival and when leaving.
 
Under Phase 2 operations in-person, hybrid, and online classes will be conducted and faculty and staff will work in-person on staggered schedules or remotely as per CUNY’s remote and flexible work policies and arrangements approved by supervisors. Students, faculty, and staff may come to campus and must comply with building entry policies, testing/vaccination policies and completing a daily wellness check.

If posted, either a 3’ or a 6’ physical distancing protocol will be in place. Access is prioritized to students, faculty, and staff who meet the prevailing vaccination/testing requirements. The GC operational priority is to expand the number of in-person and hybrid course offerings, students’ academic progress and the essential operations of the GC. Although expanded campus activities are permitted in Phase 3, GC’s guidance on physical distancing, dedensification and other safety measure remain in effect. These restrictions may limit activities that require close physical proximity, such as group meetings or person-to- person training that would otherwise violate physical distancing restrictions established by the GC, CUNY, NYC or NYS.
 
Each space that is open for use will have signage indicating the maximum occupancy under ordinary conditions, and the maximum occupancy if a 3’ or 6’ distancing requirement has been put in place. If applicable, distancing requirements will be posted and announced to building entrants.
 
Examples of occupancy restrictions that may be in place:
 

  • Small and large shared, closed-door offices: 1-2 persons (as determined by occupancy restrictions).

  • Open-plan offices: 2 persons per 4-desk cluster, with at least 3’ distance from another person’s workspace.

  • Interior laboratory rooms that involve human subjects or participants: 2 persons (e.g., 1 faculty/1subject). Requires full PPE, at least 3 feet distance, and a limitation of 1 hour (60 minutes) per research session.

  • Conference Rooms: determined by occupancy restrictions. Food and beverages may not be served at meetings.

Phase 4: Return to Normal Campus Operations

Description: All GC students, faculty, staff, contractors/vendors, guests, and visitors have access to the building. Revised operational policies will focus on the health and safety of all members of the community.

Revised CUNY and GC Building Policies and Procedures will be in effect.
